In this section of Mosibat Nameh, Attar recounts a meeting between Sultan Sanjar and Sheikh Zaher. When Sanjar asks for spiritual provisions and advice, the Sheikh admonishes him with a shepherd-and-wolf allegory, warning him against exploiting his subjects. He highlights the injustice of destroying the livelihoods of the people for trivial gains and asserts that a ruler who oppresses is greedier and more destitute than actual beggars.
