Surplus Distribution and Bargaining Power

A landowner owns a plot of land that a farmer can work to produce 12 bushels of wheat. The farmer's next best alternative (their reservation option) is a government support program that provides a benefit equivalent to 4 bushels of wheat.

Compare the distribution of the economic surplus between the landowner and the farmer under two different institutional arrangements:

  1. A system of forced labor where the landowner can compel the farmer to work and takes all output beyond the farmer's reservation option.
  2. A tenancy system where the law allows the landowner to make a single, non-negotiable, 'take-it-or-leave-it' rental offer to the farmer.

In your analysis, explain why the farmer's final economic rent is identical in both scenarios, despite the apparent increase in the farmer's freedom in the second scenario.
