This phase consists of explaining the problem and where the problem originates from. 


Phase One: defining the problem 

During phase two, individuals have come to a consensus that a problem does exist and collectively come up with a solution to attempt to eliminate the injustice. These solutions can occur at both governmental and nongovernmental levels. 


Phase Two: finding a solution



Without proper policy and legislation in place, the movement, first, aimed to explain the reason why such social adjustments are necessary to the wellbeing of the disability community. These changes would address the problem and create space for all abilities in society.  

The Functions of Phases One and Two for the Development of the Disability Civil Rights Movement 

With any type of social change comes its challenges because people must adapt to the new norms that form as a result of the shift. After solutions are implemented, different individuals will perceive this change differently and could result in some old problems continuing and new problems arising.

The disability civil rights movement formed as a social response in the 1970’s to the longstanding oppression, stigmatization and social exclusion of people with disabilities. It was the first time in history this marginalized community used their own voices to empower themselves by fighting for policy changes that would allow for social inclusion and a more equitable social structure.
