In Section 33 of the Silsilat al-Dhahab (from the Haft Awrang), Jami outlines the dual administrative pillars necessary for any ruler to sustain their sovereignty and state: the religious scholar (alim) and the worldly minister (vizier). He argues that a king cannot preserve his glory (دولت و فر) without these two complementary guides.
