The Polluter Pays Principle

Based on the 1992 UN Rio Declaration, the "Polluter Pays Principle" is a guideline for environmental policy stating that those responsible for creating pollution should be responsible for its costs. [1] It advocates for national authorities to foster the internalization of these environmental costs by using economic instruments. [3, 4, 14] This approach should be implemented with consideration for the public interest and without creating distortions in international trade and investment. [10]
