Analyzing Strategic Decisions in a Tech Market

Two software companies, Innovate Inc. and Tech Solutions, must independently decide whether to develop a new Operating System (OS) or a new Productivity Suite. Analyze the payoff matrix and explain what outcome will occur if both companies act purely in their own self-interest.
