Critique of a Policy Decision

A city is deciding between two economic policies, Policy X and Policy Y, which affect two distinct groups in the population, Group 1 and Group 2. The outcomes are measured in units of welfare. Policy X results in an outcome of (10, 2) for (Group 1, Group 2). Policy Y results in an outcome of (7, 7). A policymaker argues that Policy Y is clearly the superior choice. Critically evaluate this argument based only on the principle that an allocation is superior to another if, and only if, it results in an improvement for at least one party without making any other party worse off. In your answer, explain why this principle alone cannot be used to rank the two policies.
