Critique of a Proposed Health Insurance Regulation

A government observes that in its voluntary health insurance market, premiums are becoming increasingly expensive. Consequently, many healthy, low-risk individuals choose to go uninsured, while a large proportion of policyholders are those with chronic conditions or higher health risks. To address this, a policy advisor proposes a new regulation: "All health insurance companies must offer a single, uniform premium to all applicants, regardless of their individual health status, to ensure affordability for everyone."

Critique this proposed regulation. Based on your understanding of how information differences between buyers and sellers can affect a market, evaluate the likelihood that this policy will successfully increase overall insurance coverage. Justify your conclusion by explaining the probable reactions of both low-risk individuals and the insurance companies.
