Evaluating Colonial Tax Collection Strategies

A colonial administration is considering two different systems for collecting agricultural taxes in a newly acquired territory with a large peasant population and established local landowners.

  • System A: Grant formal, permanent property rights to the large landowners and appoint them as official tax collectors for their regions. These landowners would be required to pay a fixed, unchanging amount of tax revenue to the administration each year, keeping any surplus they collect from the peasants.
  • System B: The administration will bypass the landowners and send its own salaried officials to assess the land and collect taxes directly from the peasant farmers. The tax amount would be reassessed periodically based on the land's productivity.
