Incentives and Economic Outcomes of Colonial Tax Policy

A colonial administration in a largely agrarian society decides to implement a new tax collection system. Instead of hiring its own officials, it grants formal authority to existing large landowners to collect taxes from the peasants in their areas. In return, the administration legally guarantees the landowners' property rights and their elevated social status.
