Evaluating Definitions of the Labour Force

A government is considering two ways to define the 'unemployed' segment of its labour force.

Method A defines 'unemployed' as individuals without a job who have actively searched for work in the past four weeks.

Method B uses the same criteria as Method A, but also includes 'discouraged workers'—those who want a job but have stopped searching because they believe no suitable work is available.

Critically evaluate the strengths and weaknesses of each method from the perspective of a policymaker. Which method do you believe provides a more accurate and useful basis for designing economic support and job creation policies, and why?
