This is illustrated by specific examples: Austria, with nearly 100% coverage, has a lower unemployment rate than the US, with less than 20% coverage. Furthermore, both Spain (very high coverage) and Poland (very low coverage) experienced high unemployment, demonstrating that other factors often play a more significant role in determining unemployment outcomes.
