Inflation Volatility under a Fixed Exchange Rate

A common observation is that a country with a rigidly fixed exchange rate to a large currency anchor will see its inflation rate converge with the anchor's rate over the long term. Does this arrangement guarantee that the smaller country's year-to-year inflation rate will be identical to, or less volatile than, the anchor's? Explain your reasoning.
