Informational Constraints as a Barrier to Consumption Smoothing

A primary barrier to effective consumption smoothing is the presence of informational constraints that hinder long-term planning. Households often struggle to create and follow consumption plans due to two main issues: a lack of sufficient information and the difficulty of using available information to predict the future confidently. A classic example of this uncertainty is the challenge of determining whether a change in one's financial situation is temporary or permanent.
