Negotiating Environmental Costs and Benefits

A factory's operations provide essential jobs for a local town but also pollute a river, harming a downstream community that relies on fishing for its livelihood. A new filtration system exists that could eliminate the pollution, which would restore the fishery and allow the factory to continue operating. The total combined economic value to both the factory's town and the fishing community would be highest if the filter were installed. Despite this, negotiations between the two groups have repeatedly failed.
