Sustaining Cooperation in a Shared Resource Dilemma

Two neighboring villages share a common grazing land. If both villages limit their herds, the land remains fertile for generations. If one village secretly adds more cattle, it gains a short-term benefit at the expense of the other. If both villages add more cattle, the land is quickly depleted, leading to a disastrous outcome for both. For decades, both villages have successfully maintained sustainable herd sizes. Evaluate the potential effectiveness of the following three mechanisms in explaining this long-term cooperation: 1) altruistic concern for the other village's welfare, 2) the fear of retaliation in future interactions, and 3) the existence of strong social norms and community trust. In your evaluation, justify which mechanism you believe is likely the most crucial for maintaining the agreement over the long term and why.
