To address the challenges of knowledge as a public good, governments implement policies such as creating intellectual property rights, including patents and copyrights. These legal tools make knowledge excludable, which creates a financial incentive for firms and individuals to invest in research and development (R&D) by allowing them to profit from their new ideas and inventions.
