Evaluating a City Planning Decision

A city council must choose one of two mutually exclusive projects, both with identical costs. Project X would create a large public sports complex, significantly increasing the happiness and recreational opportunities for the 80% of residents who are young families. However, it requires demolishing a community garden that is a central source of joy and social connection for the 20% of residents who are senior citizens. Project Y would preserve the garden and make minor improvements, maintaining the seniors' happiness but providing no new benefits to the young families. A council member argues that choosing Project X is substantively fair because it maximizes the total happiness of the community.
