The acceptance threshold determines whether a proposal on a node is implemented immediately or held in the pending proposals list, based on that node's own net vote (upvotes minus downvotes). If the node's net vote is $\leq 2$, any proposal on it is approved and implemented immediately. If the node's net vote is higher, a proposal on it stays pending until the proposal itself receives a net vote of at least half of the node's net vote. This makes it easy to revise less-established, low-vote content while requiring broader consensus to change popular, well-vetted content.
