Meaning of Substantial Completion for Electrical Contractors

Substantial completion is the point when the work is sufficiently complete that the owner can use the building or system for its intended purpose, even if minor items remain unfinished. For an electrical contractor, this typically means all circuits are energized, panels are labeled, and the system passes inspection. When substantial completion is declared, several things change at once: the owner assumes responsibility for utilities and maintenance, warranty periods begin, and retainage release can start.
