ای به شاهی بلند آوازه
کردی آیین خسروی تازه

دل تو نقد عدل راست محک
نیست چون دال و لام ازو منفک

شد چو با عین عاطفت دل تو
متصل عدل گشت حاصل تو

حق ز شاهان به غیر عدل نخواست
آسمان و زمین به عدل بپاست

سلطنت خیمه ایست بس موزون
کش بود راستی و عدل ستون

گر نباشد ستون خیمه به جای
چون بود خیمه بی ستون بر پای

شاه باشد شبان و خلق همه
رمه و گرگ آن رمه ظلمه

بهر آنست های و هوی شبان
تا بیابد رمه ز گرگ امان

چون شبان سازگار گرگ بود
رمه را آفتی بزرگ بود

لطف با گرگ کار بیخرد است
مرحمت بر رمه به جای خود است

گرت افتد به مرحمت میلی
رمه باشد به آن ز گرگ اولی

English translation

O you, renowned in kingship, You have renewed the customs of royalty. Your heart is the touchstone for the coin of justice, Like 'dal' and 'lam', it is not separated from it. When your heart, with the 'ayn' of affection, Joined them, justice ('adl') became your harvest. God wanted nothing from kings but justice; Heaven and earth are sustained by justice. Kingship is a highly well-proportioned tent, Whose pillar is truth and justice. If the pillar of the tent is not in place, How can the tent stand upright without a pillar? The king is a shepherd and all the people Are the flock, and the wolves of that flock are the oppressors. The shouting and clamor of the shepherd is for this reason, So that the flock may find safety from the wolves. When the shepherd is compliant with the wolf, It is a great calamity for the flock. Kindness to the wolf is the act of a fool, Mercy upon the flock is in its proper place. If you have an inclination towards mercy, The flock is more deserving of it than the wolf.
