بعد حمد حق و درود نبی
نیست پوشیده بر ذکی و غبی

که ظلال الله اند پادشهان
راحت رنجیدیدگان جهان

سایه بان ساخته ز چتر سیاه
زآفتاب حوادث اند پناه

چترشان مختصر به پیش نظر
ظلش از نور مهر شامل تر

ملک اگر جمع اگر پریشان است
اثر عدل و ظلم ایشان است

عدل ایشان کند به دانش و داد
خانه ملک را قوی بنیاد

ظلم ایشان به کین نوی و کهن
خلق را بر کند ز بیخ و ز بن

ملک کشت است و عدل ابر پر آب
ملک دادت خدا به عدل شتاب

تخم کشتی در آبیاری کوش
دارش از تشنگی و خواری گوش

کشت بی آب هیچ بر ندهد
چون شجر خشک شد ثمر ندهد

عدل چون ملک را شود معمار
هیچ چیز دگر نیاید کار

هم سپاهی ز شاه گردد شاد
هم رعیت ازو شود آباد

هم خلایق رهد ز محنت و بیم
هم خزاین شود پر از زر و سیم

دشمنان گردن نیاز نهند
شیوه انقیاد ساز دهند

English translation

After the praise of God (the Truth) and blessings upon the Prophet, It is not hidden from the intelligent or the simple-minded That kings are the shadows of God, And the comfort of the afflicted of the world. Having fashioned a canopy from their black parasol, They are a shelter from the sun of calamities. Their parasol appears modest before the eyes, Yet its shadow is more encompassing than the light of the sun. Whether the kingdom is prosperous or ruined, It is the effect of their justice and their tyranny. Their justice, with wisdom and equity, Makes the foundation of the realm strong. Their oppression, with new and old malice, Roots out the subjects from their very origin. The kingdom is a field, and justice is a rain-heavy cloud; God has granted you the kingdom, so hasten to perform justice. You have planted the seed, so strive in watering it; Protect it from thirst and humiliation. An unwatered field yields no harvest, Just as a dry tree bears no fruit. When justice becomes the architect of the realm, No other instrument is required. Both the soldier becomes joyful because of the king, And the subjects become prosperous through him. All creation is freed from hardship and fear, And treasuries become filled with gold and silver. Enemies will bow their necks in submissive need, And establish the path of obedience.
