معدلت سیر تا جهاندارا
زیر حکمت سکندر و دارا

عالم از عدل تو پر آوازه
فضل و جودت برون ز اندازه

عدل را زاد راه فردا کن
ظلم را همنشین عنقا کن

عدل خواهی که بر مزید شود
ظلم باید که ناپدید شود

چون بود شاه معدلت پیشه
واندر آن منقبت یک اندیشه

گو سپه را ز ظلم دار نگاه
زانکه ظلم شه است ظلم سپاه

گرگ چون در رمه روان باشد
جرم بر دامن شبان باشد

ظلم شاخ است و بیخ آن ظالم
شاخ را بیخ پرورد دایم

گر فتد از تو شاخی در کم و کاست
بجهد شاخ دیگر از چپ و راست

بیخ را بر کن از نشیمن بود
تا توانی ز رنج شاخ آسود

تیغ از ظالمان مدار دریغ
عدل را دار در حمایت تیغ

چون سیاست کم از گناه بود
مجرمان را چه انتباه بود

زجر کم دفع ظلم نتواند
فصد ناقص مرض بشوراند

English translation

O world-ruling monarch of just character, Under whose wisdom are Alexander and Darius, The world is filled with the renown of your justice, Your grace and generosity are beyond measure. Make justice your provision for tomorrow's journey, Make oppression the companion of the Phoenix. If you desire justice to increase, Oppression must disappear. When the king is practitioner of justice, And single-minded in that virtue, Tell the army to refrain from oppression, Because the oppression of the army is the oppression of the king. When the wolf wanders in the flock, The guilt lies upon the skirt of the shepherd. Oppression is the branch and the oppressor is its root; The root always nourishes the branch. If a branch is cut down and reduced by you, Another branch will spring up from left and right. Uproot it from its dwelling place, So that you may be relieved from the torment of the branch. Do not spare the sword from the oppressors; Keep justice under the protection of the sword. When the punishment is less than the crime, How can criminals be admonished? Inadequate chastisement cannot repel oppression; An incomplete bloodletting only agitates the disease.
